Full reconstruction of Taylor Avenue and interim improvements on 12th Street between Pine Street and Taylor Avenue to create a safe, comfortable bicycle and pedestrian route across the Heights.

Establish Pine Street to Taylor Avenue as a safe, comfortable route across the Heights for people walking and biking. Taylor Avenue is redesigned with a protected two-way cycle track and one-way westbound vehicle traffic.
